Find Food and Support in Douglas County

If your SNAP benefits are delayed or reduced, Umpqua Health Alliance can help you find free food and community resources in Douglas County.

Due to the ongoing federal government shutdown, November SNAP payments may be delayed for some Oregonians. In addition, a new federal law (H.R. 1) will begin changing benefit amounts for many households starting this fall.

Umpqua Health Alliance is partnering with community organizations to make sure members can find food and support during this transition.

What to Bring and Quick Tips

Before you go:

  • Bring photo identification and proof of address (such as a utility bill or mail).
  • Take reusable bags or a box for carrying food.
  • Most pantries allow one visit per month per household.
  • If you are unsure which site serves your area, call first.

Tip: Arrive early. Pantries are busiest when they open.

Save and Get There

Save at Local Grocery Stores

Local grocers are stepping up to help neighbors stretch their dollars. Offers may change, so check with the store before you shop. 

Roseburg Grocery Outlet

Starting November 1, the store will offer a 10 percent discount on all groceries for shoppers who show an EBT card. The discount runs through the end of November if EBT funds do not pay out. The store is also hosting food drives with DHS and FARA on November 4 and November 5, and working with FISH Food Pantry and the Roseburg Dream Center to keep staple items available. Ask at the register for current details.

Other local stores may have similar discounts or donation drives. Ask your grocer if they have a temporary program for EBT customers in November. 

Transportation Help

  • Bus routes: South County service is limited. Check schedules before traveling.
  • Carrying food: Bring a backpack or rolling cart.
  • Delivery: Some pantries or volunteers may help. Call for details.

Home Food Delivery Option

If you cannot get to a food pantry, you may qualify for free home delivery through DoorDash. 

The FISH of Roseburg has partnered with DoorDash to deliver one-time emergency food boxes to households that cannot travel to a pantry.   

This service is available for people who are homebound, injured, elderly, or without transportation. 

Deliveries include nonperishable food only and have a 20-pound weight limit. Each delivery provides enough food for one person. Perishable items such as milk, eggs, cheese, meat and produce cannot be delivered. 

If possible, visiting the pantry in person allows access to a full range of food options. If you cannot, you may authorize someone to pick up food for you using the Representative Authorization Form available on the FISH website.

About the SNAP Changes

Some Oregonians may see delays or reductions in their SNAP benefits this fall. 

  • Short-term: The ongoing federal government shutdown may delay the release of November SNAP payments. The timing of benefit deposits depends on when federal operations resume. 
  • Long-term: A new federal law, H.R. 1, will change who qualifies for SNAP and how benefit amounts are calculated. These changes will begin rolling out in Oregon starting November 1, 2025, and continue through 2026. 

Some households may experience both a delay and a later reduction as the federal changes take effect.

If your benefits are affected, you will receive a letter from the Oregon Department of Human Services (ODHS).

  • Open and keep every letter.
  • Follow the instructions inside.
  • For questions about eligibility or work rules, contact ODHS directly.

Umpqua Health Alliance cannot change SNAP benefits, but we can help connect you to food and support while these changes are in effect.

Free Community Meals and Holiday Events

Local partners are organizing free Thanksgiving and holiday meals in November and December.

Will my November SNAP benefits be delayed?

Possibly. The ongoing federal government shutdown may delay the release of November SNAP payments. The exact timing depends on when federal operations resume. If you normally receive benefits early in the month, check your account balance before shopping. For updates, visit oregon.

Why did my SNAP benefits stop or decrease?

Some households may see delayed or reduced benefits. Delays are due to the federal government shutdown. Reductions will result from new federal law (H.R. 1) changes starting Nov. 1, 2025.

Do I need to call Umpqua Health Alliance to keep my SNAP?

No. Oregon Department of Human Services (ODHS)  manages all SNAP eligibility and benefits. Follow the instructions in your letter.

Can Umpqua Health Alliance deliver food or give me a ride to a pantry?

Umpqua Health Alliance does not deliver food, but we can help connect you with pantries or volunteers that may. Nonemergency medical transportation (NEMT) rides are for medical visits, not grocery trips. Call Member Services to ask about delivery or volunteer programs.

Can someone pick up food for me?

Yes. Some pantries allow another person to pick up food for you if you cannot travel. The person may need your written permission and a copy of your ID. Call the pantry first to confirm its policy.

What documents do pantries need?

Usually a photo ID and proof of address, such as a utility bill. Bring what you have.

How often can I visit a pantry?

Most pantries allow one visit per household per month. Some community meal sites serve weekly. Check each site’s schedule or call to confirm.

What if the pantry doesn’t have food when I arrive?

Supplies change daily. Ask when the next delivery is expected or call another nearby site. If you’re hungry now, community kitchens serve hot meals most weekdays.

Can my doctor help me get food?

Your provider can refer you to a community health worker or care coordinator who can connect you with local food resources. Doctors cannot approve SNAP or other benefits, but they can make referrals.

If I already receive medically tailored meals, will that continue?

Yes. If you already qualify for the medically tailored meals benefit, it will continue. This benefit is limited to members referred by their provider for specific medical needs. Ask your care team if you are eligible.

What if I don’t speak English or can’t read my ODHS letter?

Call 888-788-9821 or TTY #711# and ask for an interpreter in your language. They can explain your letter and connect you with local food programs.

Do I have to live in Roseburg to use these pantries?

Some pantries serve all Douglas County residents, while others serve nearby ZIP codes. Call ahead to confirm which pantries can help your household.

Will this affect my Oregon Health Plan or other benefits?

No. SNAP changes do not affect your Oregon Health Plan, TANF or other services. Keep all letters from ODHS, but your health coverage remains active.

Can I donate food or volunteer?

Yes. Many local food banks welcome donations of nonperishable items or volunteer help. Contact UCAN or FISH for drop-off and volunteer information.
